Claims management is more than just preventing inflow into the WGA and/or Sickness Benefits Act. It is also used to see which (subsidy) opportunities apply when employed! To make use of these possibilities, the employer sometimes needs a target group declaration. What is this?

What is a target statement?

A target group statement is a prerequisite for an employer to claim the labor cost benefit, or LKV for short. The LKV is possible when hiring:

  • A benefit recipient age 56 or older;
  • A benefit recipient with an employment disability;
  • persons who fall into the target group of jobs;
  • someone with a learning disability;
  • employee with a work limitation reemployed in the company.

Terms

To qualify for the LKV, the employer must declare it in the employee's wage declaration to the Tax Office. The employer also needs a copy of the target group declaration that is given to the employee. The employee can apply for this within 3 months of starting employment with the agency from which he received benefits.

Exception

The UWV is responsible for handling and issuing target group declaration LKV. However, there is an exception to this. The target group declaration LKV older employees fall under the responsibility of the municipality when there is employment of older social assistance recipients or persons with IOAW benefit or IOA benefit.

But what questions, among others, can you ask your employee to find out if there is a target group statement and thus the LKV and No Risk?

  • Does the employee have or ever had benefits; simply put, have they ever had WIA benefits/assessments from the UWV before?
  • Has decision/decision from UWV showing that he has benefits or a no-risk policy;

The employee does not have to answer these questions until after 2 months of employment with you. Unfortunately, practice shows that both employer and employee are not aware than they can or should apply for a target group statement.
